Street signsThe Department of Public Works consists of the Highway, Cemetery, Water, and Sewer Divisions, and the Waste Water Treatment Plant. Together, all divisions maintain the roadways, parks, cemetery and water/sewer infrastructures throughout the Town of Maynard. These Divisions are staffed with 13 full-time employees, with part-time employees supplementing the work force during the summer.

Eversource Gas Line replacement, Summer Street, Waltham Street & Powder Mill Road

The Town of Maynard has been informed that Eversource Gas’s previously proposed work on Summer Street, Waltham Street & Powder Mill Road has been delayed.

At this time, the Town has been informed that on or around September 1 to September 15, 2025, Eversource Gas will be actively replacing an aged existing gas line on sections of Summer Street, Waltham Street & Powder Mill Road for the next approximate 5 months. 

Most sections of Summer Street, Waltham Street & Powder Mill Road are not expected to be detoured, and one lane of alternating traffic will be maintained under Police Control at all times. If a temporary detour is required, it is expected during nighttime work operations when less traffic is expected on the roadways. Any Detours will be signed and maintained under Police Control at all times.

The Phases of the proposed work are listed below along with the approximate timeframe IN WEEKS for each Phase of the proposed work:

  • Phase 1Daytime Work between #48 and #43 Summer Street and at the Summer Street/Brooks/Maple Street intersection – Approximately 6 weeks
  • Phase 2Daytime Work between #43 and #1 Summer Street – Approximately 4 weeks
  • Phase 3Nighttime Work between #1 Summer Street and the Main Street Bridge near McDonalds – Approximately 3 weeks
  • Phase 4Nighttime Work between the Main Street Bridge near McDonalds and #1 Powder Mill Road – Approximately 3 weeks
  • Phase 5Daytime Work between #1 Powder Mill Road and Douglas Avenue – Approximately 2 weeks

Seasonal Water Use Restriction

Effective April 1st , 2025. The Town of Maynard is issuing a mandatory Seasonal Water Use Restriction: Non-essential outdoor water use is prohibited Monday through Friday weekly. Non-essential outdoor water use is permissible Saturday thru Sunday before the hours of 9:00 AM and after the hours of 5:00 PM. Due to Statewide critical drought status, Maynard has implemented our required restriction one month earlier then our past practice. As of April 17, 2025, the Town of Maynard’s consultant, BETA Group, Inc. will be travelling the streets of Maynard in a BETA “labeled” SUV until around the middle of June 2025 conducting a Sidewalk Conditions Inventory of the Town’s streets.

Intersection Construction - Concord Street at Route 27

As of April 8, 2025, the traffic signal system at the intersection of Concord Street and Acton Street/Haynes Street has been switched over to FULLY ACTUTATED STOP & GO OPERATION (green-yellow-red).

 

Please be prepared for Stop & Go Operation as you approach the intersection from Concord Street, Haynes Street and Brown Street. DPW is working through a few technical issues with the contractor with pedestrian crossings, so please be patient over the next week as these issues are resolved.

The traffic signal system at the intersection of Concord Street and Acton Street/Haynes Street is currently operating in “Flash Mode”. 

 

Beginning Tuesday, April 8, 2025, the traffic signal system will be put into FULLY ACTUTATED STOP & GO OPERATION (green-yellow-red). 

 

Please be prepared for Stop & Go Operation to begin sometime on April 8, 2025.

Intersection Construction - Concord Street at Route 27    -     March 2025


I.W. Harding Construction Co. Inc. will be continuing to perform the construction of the traffic signal system at the intersection of Concord Street and Acton Street/Haynes Street beginning March 19, 2025, and running through April 2025, weather permitting. The majority of this projects work was completed in the fall of 2024.

The work consists of the completion of the construction of the traffic signal, pedestrian signals, pavement markings, and pedestrian crossing equipment.

Once the Traffic Signal System is activated it will be put into FLASH mode in which all roadway approaches to the intersection will see a flashing yellow and red lights. Once this system flashes for a 2-3 weeks’ timeframe, the signal will be put into FULLY ACTUTATED MODE (green-yellow-red).

Gap III Grant Award 

In January of 2023, Maynard was awarded a Gap III grant for $89,075, which excluded the added 10% cost sharing the Town of Maynard was required to fulfil on the proposed project. After winning the grant, the Town upgraded the scope of the work to include a new High Efficiency Condensing Propane Boiler, a new Propane Tank, and the removal and disposal of the old underground oil storage tank. This would lower emissions significantly as well as being significantly less expensive to run. The total projected cost of the project was $154,078. The Town’s total contribution was $65,078 .

What is the Gap III Grant?  

“In a continuing effort to support a more sustainable Commonwealth, the BakerPolito Administration today announced $8.1 million in  grants through the Gap Energy Grant Program to help water facilities,  nonprofits and small businesses reduce energy use, increase energy efficiency, and generate renewable energy. The Gap Energy Grants are administered by the Massachusetts Department of Environmental Protection (MassDEP), which operates the initiative under its Clean Energy Results Program. By filling the “gap” in project financing, these grants are made possible through the Climate Protection and  Mitigation Expendable Trust and enable its recipients to use utility incentives and funds from other sources to build or install energy efficiency and clean energy projects. This year, the 62 recipients receiving the grants represent three sectors in the state: municipal water facilities; non-profit multi-family affordable housing organizations; and agricultural and food-producing non-profits and small businesses.” (MassDEP News,  https://www.mass.gov/doc/81-million-in-gap-energy-grants awarded-to-62-organizations-and-municipal-facilities/download) 

The new boiler is currently operating efficiently and keeping the Wastewater facility administration building and its staff warm. We want to thank the Massachusetts Department of Environmental Protection, Veolia Water, Inovis Energy, Anctil Plumbing and Heating, Dileo Gas, Western Oil Environmental Services and all parties involved in assisting with this grant project. This project has been highly success for the Town of Maynard.  

We are proud to report that after installation during the 2023/24 winter, our Facility has saved 10,000 Kw of energy and a monetary savings of approximately $1600 per year.  During the months of November through March the Facility showed significant gains in saving electricity from previous years, thus resulting in a much smaller carbon footprint. We look forward to continuing to upgrade and focus on sustainable improvements within our facility.

The Department of Public Works through its Water and Sewer Division has the responsibility to review the Enterprise Funding Account and sustainability to provide necessary funding for the yearly operation of both water and sewer, as well as capital improvements to water and sewer infrastructure. The department is responsible to provide clean drinking water and sanitary sewer discharge for the town.

The Select Board in their capacity as the towns water and sewer commissioners approved the FY25 rates during a public hearing

Subject: Declaration of Mandatory Seasonal Water Use Restrictions

 Recommended Action:

Motion to implement Declaration of Seasonal Water Use Restriction pursuant to the Town of Maynard’s Water management act permit special condition 6 Seasonal Limits on Non-essential outdoor water use, herby granting designee authority to the Department of Public Works Director to implement restrictions process, effective May 1st, 2024.

 Purpose:

As stated in Special Condition 6 of the Massachusetts Water Management Acts permits pursuant to (MGL C 21G), amended on August 26th, 2021, permit # 9P4-2-14-174.01. The Town of Maynard is required to implement Seasonal limits on Non-essential Outdoor Water Use and enforce the required restrictions starting May 1st through October 1st yearly for the next twenty (20) years pursuant to Maynard’s approved Water Management Act withdrawal permit.

Impact:

Non-essential outdoor water use is prohibited with the exceptions of Saturdays and Wednesdays, Non-essential outdoor water use is permissible Saturday and Wednesday before the hours of 9:00 AM and after the hours of 5:00 PM. The hourly restriction is to promote smart water use and to be in compliance with our drinking water withdrawal permit. Hourly restrictions are to lessen the loss of water evaporated from irrigation systems, while also benefiting the Town’s water system that is trying to meet peak demand. Water use, much like electricity, has peak days and hours. Watering in the early morning or at night will ease this concern. 

 Examples of nonessential outdoor water uses include but are not limited to:

  • Uses that are not required for health or safety reasons.
  • Irrigation of lawns via sprinklers or automatic irrigation systems.
  • Washing of vehicles other than by means of a commercial car wash, except as necessary for operator safety; and
  • Washing of exterior building surfaces, parking lots, driveways, or sidewalks, except as necessary to apply paint, preservatives, stucco, pavement, or cement.
  • Filling swimming pools

Examples of acceptable outdoor water uses include:

  • Irrigation to establish a new lawn during the months of May and September.
  • Irrigation of lawns, gardens, flowers, and ornamental plants via hand-held hoses only; and
  • Irrigation of public parks and recreational fields before 9 am and after 5 pm.



Reducing Sewer System Backups & Overflows


Removing sump pumps from the sewer will reduce sewer system backups and overflows and lessen the strain on the wastewater treatment plant during heavy rain events. The sewer system and treatment plant are not designed to handle flow from sump pumps. A sump pump can contribute over 5,000 gallons per day of unwanted ground water to the sanitary sewer system.
 
An 8-inch sanitary sewer line can accommodate waste flows from up to 200 properties, but the sump pump discharge from only 18 properties will overload the same line, causing backups and overflows into basements.
 
Sewer backups and overflows are a public health risk and harm the surrounding environment, including the Assabet River. (12/21/23  9:03AM)
