If a property has open permits, it generally means that a final inspection was not performed. As a prospective buyer of the home, you may request that the current owner schedule the required inspection(s). Once the permitted work has passed final inspection, the permit can be closed out by the inspector.
As a prospective buyer, you may request that the current owner pull the necessary permit(s) and schedule inspection of the existing construction prior to the Purchase & Sale agreement. If the work does not pass inspection, you may wish to discuss remediation of the construction prior to completing the Purchase & Sale agreement.
You may also accept the unpermited construction at your own risk.
BE AWARE: a home inspection is not the same thing as a building inspection.
